The operating model
External customers buy defined services; sites and operators participate through explicit contracts, qualification, metering, evidence, and settlement.
The boundary
Federation membership does not automatically transfer IP, data, source code, contracts, authority, or access.
Decision rule: state what is known, what is proposed, what must be proven, and who has authority to approve the next step.
