Architecture summary

Start narrow

Initial candidates are reserved capacity, managed batch processing, and selected inference—not tightly synchronized training across distant sites.

Use measured inputs

Power, battery, thermal, data transfer, hardware, deadlines, service penalties, and customer constraints belong in the decision.

Separate economics

Compute revenue, platform costs, site costs, storage savings, energy attribution, and internal transfers should not be double counted.

Prove at two sites

Compare local operation, availability-based federation, energy-aware scheduling, and coordinated storage using the same workloads and conditions.

Decision rule: state what is known, what is proposed, what must be proven, and who has authority to approve the next step.
